REQUIREMENTS
1. Registration as a Civil Engineer with the California Board of Registration for Professional Engineers and Land Surveyors; and
2. Four years of full-time paid professional engineering experience working under the direct supervision of a Geotechnical Engineer.
3. In addition to the regular City application, all candidates must complete a Geotechnical Engineer Qualification Questionnaire at the time of filing. The Geotechnical Engineer Qualification Questionnaire is located within the Supplemental Question section of the City application. Applicants who fail to complete the Qualification Questionnaire will not be considered further in this examination, and their application will not be processed.
NOTES:
1. Candidates may upload an electronic copy of their license when applying, or will have seven (7) calendar days from the on-line submission date to submit a copy of their Civil Engineering license. Candidates who fail to submit this document within the time required will not be considered further in this examination and their applications will not be processed.
2. The Qualification Questionnaire will not be separately scored, but will be considered by the interview board evaluating each candidate¡¯s qualifications.
3. Authority to use the title Geotechnical Engineer issued by the California State Board of Registration for Professional Engineers and Land Surveyors is required at the time of appointment.
4. For qualifying work experience gained outside of the City of Los Angeles, the term ¡°professional engineering experience¡± applies to positions that require possession of a Civil Engineering license in order to obtain that position. Therefore, to be considered ¡°professional¡±, non-City qualifying experience must be gained in positions after obtaining a Civil Engineering license.
5. Candidate¡¯s who lack six months or less of the required experience may file for this examination. However, they cannot be appointed until the full experience requirement is met.

The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, emphasis will be placed on the adequacy of the candidate¡¯s experience and personal qualifications as they provide the knowledge, skills, and abilities necessary to perform a broad scope of applied geotechnical engineering work including knowledge of: soils classification, soils testing, soil mechanics, physical properties of soils and their behavior, various analysis needed for the design of excavations, buttresses, shoring and slope stability, geotechnical field explorations, field and laboratory testing techniques and methods, landslides, expansive earth material and their mitigation measures, dynamic behavior of earth material during earthquakes including liquefaction, groundwater behavior, supervisory principles and techniques including Equal Employment Opportunity, the ability to: read and interpret geological and engineering data, reports, designs, testing results, evaluate and research the effectiveness of new engineering designs, construction materials and methods, plan, direct, organize and review the work of a group of engineering and technical employees, work effectively with other City employees, private consultants, and the public, to communicate orally in a clear, effective manner; and other necessary knowledge, skills, and abilities.
Candidates will be notified by mail of the date, time and location of the interviews which will be held in Los Angeles. It is anticipated that interviews will begin during the period of JUNE 18, 2012 TO JUNE 29, 2012. If in accordance with the Rule of Three Whole Scores all applicants are eligible for appointment consideration, the examination will consist entirely of an evaluation of the candidates¡¯ City applications by Personnel Department staff to ensure that the minimum qualifications have been met.
NOTES:
1. This examination is based on a validation study.
2. A valid California driver¡¯s license is required. Applicants will be disqualified and not eligible for hire if within the past 36 months they were convicted of a major moving violation, such as driving under the influence of alcohol and/or drugs, and may be disqualified if there are three or more moving violations and/or at-fault accidents within the past 36 months.
3. The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
4. 5. Applications are accepted subject to review to ensure that minimum qualifications are met. Candidates may be disqualified at any time if it is determined that they do not possess the minimum qualifications stated on this bulletin.
6. A final average score of 70% is required to be placed on the eligible list.
7. In conjunction with Civil Service rules, applications who are current eligible City employees or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
Notice:
If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage as well as life insurance) will commence approximately six weeks after your original regular appointment. Not all positions in the City receive benefit coverage; you should inquire regarding the availability of employee benefits prior to accepting a position.
